A Question about smell of rust coming from radiator

Hello everyone. I have a question and I would thank you so much if someone can give me an insight or answer. I live in a building in Queens NY where recently there was a steam leak. The super puts the heat only for a few minutes and then turns it off because of the steam being leaked into the walls. The problem and my question is the following, recently i've noticed a smell of rust coming from the heat radiator. It only happens when the boiler is not at full blast. I hear the radiator making a hissing sound while the steam goes through it, and then I smell that rust smell.
I am wondering if that is toxic and if I should be concerned?? The smell goes away when they turn the boiler at full blast. Can someone let me know if they are familiar with this type of situation. I am sorry my english is not that good, but I will be happy to give more details if needed.
