Setting Pressuretrol

Our boiler at church should be operating at 2 psi according to an old timer at the chuch and the good folks on the WALL here. It got set to 5 psi by the fuel cos. oil company. I've had really poor luck getting the service guy to respond in the past and they aren't getting back to me now. They are great when we call and say we have no heat or are out of oil but other than that they put us on hold.
So, yesterday I talked to our maintenance guy at work and he showed me how to adjust the Pressuretrol settings on our boilers at work. They appear to be exactly what we have at the church.
I tried to change the settings on the church's system last night but the only setting change that made a bit of difference was the high-pressure cut-out. If I turned that one down, the Pressuretrol would switch the boiler off. Then I'd adjust it back up and hit the reset button and the system would come back on line.
There's two other pressure switches. One is a differential (subtractive) Pressuretrol and one is a simpler unit (looks like the one I have on my boiler at home) and it is labeled "cut-in". The differential Pressuretrol is set at 5psi for the main and about 3 psi for the differential. The pressure switch marked "cut-in" is set at about 2.5 psi.
I figured that to get the boiler ranging between 1 and two psi, like it used to, all I'd need to do is set the Main setting on the differential pressuretrol to 2 psi and the differential setting to 1 psi. I did that while the boiler was operating at about 4.5 psi and absolutely nothing changed.
This seems like it should be simple. Any ideas on how to get this system back to where its suppossed to be?
