Bladder tank

Hot water system has a bladder type expansion tank. Water connection faces up, air coushion and pressurization connection are on the bottom. If you depress the schraeder valve at the air connection, water comes out.
This means the bladder is ruptured and the tank is toast, right? Is there any way I can get water out the air connection WITHOUT the bladder being ruptured?
