choosing new boilers

I am thinking of converting my steam system to a hot water system. Before you say that i shouldn't do that there are some reasons behind my madness. I have a 3 family house. I am fine with the heating times that i have set, the people on the second floor are constantly complaining about it being cold (in fact i went to thier apt when they said it is cold and it was actually warm. The guy is a bit sickly so that may explain it) the 3 floor tenants are ok. I had someone take a look at my boiler and they said that the intital piping was done wrong. the return is not right. I am scared to see my gas bill which i get every 2 months because i figure since the heat has been on everyday 3 times a day that my gas bill is going to be through the roof. I am paying for heating the whole house. and all i get are complaints. I want to set up 3 separate boilers one for each floor. The plumbers faxed me 3 types of boilers and depending on which one i choose will be the price of the job to convert it from steam to hot water
1- Weil McLain model CG
2- Sentry Bolier (s-34 thru s-210)
3- Burnham (series 2 ratings)
My questions are as follows
1- which one is better in regards to price and fuel effiencey
2- what should i look to be spending on these
3- are there any other suggestions that you would recommend

Hi Mark,
Unless you are billing each appartment seperatly, you would probably be better off to use 2 or 3 staged boilers to heat the whole building with each floor on a seperate zone rather than a seperate boiler. With proper sizing, controls and piping, only one boiler would be running most of the winter and more than one boiler would be running just on the coldest days. This would reduce short cycling, improve comfort and use less energy.

Since we use Gas the plumbers said that they would attach each boiler to each floor's gas meter. hence they would pay for thier own heat. that way I do not have to worry about going away and the heat not working they will take care of thier own heat and they pay thier own bill.
Mind you this is not set in stone it is an option we are looking at. Ideally it would be the best because in a few years we want to buy another home and use this as an income0
