It assumes you're pumping into the boiler.
My installers now equate that scenario with somethng akin to original sin.
So my 5th year apprentice/newly-made installer installed everything as per this diagram today but couldn't purge the loop because he changed the direction of flow and, consequently, the flow valves.
As I always say, "There's nothing like learning in the field."
We fixed it.

You just moved the circulator to the other side or flipped the pump to reverse the flow?0 -
What's the point of the bypass?
Can I assume that there is a Manual air vent?

The bypass
blends return water into supply water and keeps the water in the radiator from flashing when the circulator shuts off. You can read more about it in Heating Q&A. Look under Condensate Hot Water Heating.

I think that I got it. If only half of the water goes thru the boiler, only half of the water is re-heated so the lower pressure water in the radiators won't boil.

We added a boiler drain just below the pump and forced water through the loop with a hose.

If you look closley, you will see that it is not excatly as in your diagram. In your diagram the by-pass is between the 2 flow-control valves into the suction side of the pump0 -
Drawing
If you look closley you will see that it is not excatly as in your drawing. In your drawing the 3/4 bypass line is between the 2 flow-control valves into the suction side of the pump, and the flow-control valves are above the pump. I have installed 6 jobs like the drawing in your book "How Come" and I have never had problem purging the system.

Why balancing valves on both sides of the condensate loop?
I will be doing a condensate loop for my basement, baseboard Slantfin 30, about 26 ft, oil lubricated circ, Spiro trap, bypass loop to limit outbound water temp, read the book and paid attention to the chapter on condensate heat, have taken it to heart.
Why do we put balancing valves on both sides of the radiation, would not one suffice? How do we balance properly? Are 3/4" B&G circuit setters appropriate?
PS Thanks to all the Wallies, and Dan's books,by replacing my 50yr old Boiler and proper sizing, replacing all the air vents, my gas bill is down 50% compared to last year.
