Radiant heating under tub deck and steps

We have a customer that wants the marble decking surrounding their soon to be installed whirlpool tub heated with radiant. There will also be 2 steps going up to the deck that we would also want to heat.
We are using Onyx staple-up under the floor in this area, and the Onyx would certainly be easier to manuever, but getting the 2" air space with foil insulation could be a real challenge.
We could also use pex if there was a good way to attach the plates.
Suggestions???
