Help! The heat won't turn off!

Help! I cant get the heat to turn off on my Goodman heat pump. I have a Hunter thermostat. Even when the light on the thermostat (indicating the heat is on) turns off the heat still comes out. It won't turn off until the A/C kicks on. I think I have it wired wrong.
A repair man just told me to move the brown wire on the thermostst from B to E, and remove the jumper I had from from E to W2. I went to do the same on the heat pump but there were no internal wires hooked up to the E terminal, so I left the brown wire on W1; connected to an internal brown wire. This made the emergency heat kick on, however it did turn off. The emergency heat should not have turned on... How is this supposed to be wired?
Currently...
The thermostat looks like:
G - Green
C - Blue
L - ----
O - Orange
W2 - White
B - ----
E - Brown
R - Red
Y1 - Yellow

The heat pump looks like:

G - Green
C - Blue
O - Orange
W2 - White
E - ---- (no internal wires conected to this terminal)
W1 - Brown
R - Red
Y - Yellow

Any Ideas?
