I have a few steem radiators that some rungs are hot as hell and

I just bought an apartment building with a steam boiler, I just noticed that on some radiators only a few rungs are hot and all the other ones are bone cold,
I replaced all air vents but it does not help,
please let me know if you have an solution

    May not be an issue

    Is the temp in the room acceptable and comfortable? If so, then the situation that you describe is perfectly normal on a steam system. The entire radiator does not need to get hot to heat the room.
