sucking steam rad

I went on a call today where the customer was complaining of a lack of heat and water hammer, or in his words "like someone is banging the pipes with a hammer" Boiler replaced 4 months ago. Aside from the atrocious near boiler piping....bullhead tee into the equalizer and main, 12" nipple on the hartford loop. I have 1 rad that actually sucks a match out when I take the air vent off! Any idea what I should look for as the cause of that problem?? Thank you in advance for your knowledge.

Wet Steam
maybe the result of that bad near-boiler piping. Or a pipe slightly off-pitch near the rad, holding just enough water to condense the incoming steam.
