A lot of radiation, small boiler.

This is a hypothetical question. I may be dealing with a situation similar to this in the near future. A home has a very old existing boiler with a doe rating of 140,000 btu's. It has roughly the same amount of radiation, it's all cast iron baseboard. A heat loss tells me the home only needs 50,000 btu's. What are the consequences of installing a properly sized boiler on such a huge amount radiation? My concern is condensation problems, Im doubtful the boiler will reach a temperature high enough to prevent this. Would a small bypass between the suppy and return be a possible solution? Any input would be appreciated. Thanks. Mike.
