spitting valve

i have a steam system w/ 3 lines. 2 lines have eliminator valves in the basement, 1 about 45 ft. from the boiler the other about 20ft. none of the radiators on these lines spit or hammer, the third line has no eliminator valve. that line has 2 radiators at the end of it's run (the 5th floor). the last radiator of the 2 continues to spit water. i've changed the valves 4 times, pitched the radiator and reduced the boiler pressure to 2 lbs. do you think it needs an eliminator valve somewhere along the run up to the 5th floor?
