Radiator shut-off valve not working

I bought an older home with a one-pipe steam system. I'm trying to balance the system and found that most radiators, even with the steam vent closed, still heat up quite a bit. If I close the main valve to shut off the radiator completely, it still makes noise and heats up. From what I've read, completely closing either the main valve or vent should take the radiator out of the loop. Am I missing something? If the main valve is shot, is it a job for a plumber or can a homeowner replace them? Thanks for any responses.

rad valves
It depends on the age and type of valve you have. Some can be "repacked", but usually we find the seat scored or otherwise damaged. It a job for a pro and a big wrench. Those old valves don't like to get replaced and will fight you all the way coming off.0
