Increase heat out of convector

I am servicing a large apartment building with HW heat. They have three sizes of convectors with fin-tube coils inside, vents on bottom and top and no fan. Some rooms always cold, they asked me to install a second fin-tube on top. However, my coil manufacturers say there will be no increased heat output because the second coil effectively blocks the air circulation.
Any ideas how we can easily increase the heat output of these units?

use buderas panels or make your own

When was the last time they.....
were cleaned out? If they worked before, chances are that the dust bunnies, stray toys and the like are blocking the air from flowing through them.
