how much pressure?

we have a steam heater in our apt. and it seems to heat up everywhere except for out apt on the top floor. ive talked to the l.l. about it and he said that the pressure IS NOT supposed to put out more then 1psi i think.
what is the correct set of rules???

cut in 1/2 cut out at 1 1/2. Shouldn't need any more pressure than that0 -
technicaly...
in a properly vented and dripped system
8 inches gets the steam across the whole system at 40mph and 4 inches maintains it - (1psi = 28inches)
need electronic "presuretrolls" with system learning and short cycle protection - to get this right
neverthless, you did give him the real world practical values he is probably stuck with - ah, steam can be so effcient...if only...0
