hi i a home owner i have two zone heat in my house. upstairs is set at 64 degree working fine. and one day outside was 0 degree,so i turned up the thermostat downstairs and it does not go past 65 degree. need help why is it doing that.

There is hard questions to answer ... thats one of them...
what type of heat is in the basement? radiant? baseboard radiators panels? how much of these heaters can you see? if its base board how many lineal feet of them are there?0
