Two cold rooms

I have a two cold bedrooms. The hot water radiators have been vented to purge the air, but the top 3/4 of the radiator still never get hot. The supply and return pipes for each radiator get very hot, so it seems the problem lies with the radiator or radiator valve. Is there a way to inspect the valves for proper operation? Thank you..

Does the hot supply connect to the top and the return to the bottom of the rads?

This can push water thru the radiator so fast it never reaches the top.
