Is anyone aware of some type of add on premade control that can be put in a basic residential A/C air handler to control the fan in heating and still be able to use a "standard" thermostat?

Yes they make very nice hydro-air controls. You will still need a heat/cool thermostat. I don't know what you mean by "standard" but a HW T-87 would work but you will need a Q-539 sub base and at least 4 or 5 conductors.
The hydro-air relay will allow you to use a different fan speed for heat/cool if the air handler is so equipped some have switch terminals to call the burner or pump on , or to turn on a humidifier. Some have aquastats to prevent blowing cold air . Some have freeze protection, it will start the pump at 38°0
