Is it cost effective to install some sort of radiant barrier/insulation on the underside of rafters in an attic where an AC unit is located to reduce attic ambient?

If you're trying to keep heat out, generally yes, radiant barriers are good for that.

Also even 2 inches of cellulose added over the top of fiberglass will reduce the flow of radiant heat from the attic to the living space.
