cold radiators

I have a 3 family house with steam heating system. The first floor kitchen and ajacent diningroom has cast iron radiators do not get warm. The feeder pipe in the basemenet gets hot. The livingroom radiator has 3 tubes, 14 sections and only 3 sections get hot. It is next too the diningroom, but further from the furnace. The feed comes from the top of the furnace and drops down 6-8 inches to the first floor kitchen pipe. There is a union near the kitchen feed that leaks. I have opened this union and drained about 1 - 2 gallons of water. The kitchen radiator got hot, but within 5 days the area around the union seem to be filled with water again. HELP! The kitchen radiator is now cold.
