Firedragon, Pleases refresh my memory from a past post. The only provision for not meeting the 45 second lockout on flame failure in Massachusetts is when replacing a stack relay with a RA117A stack relay ONLY. Correct?

You're right!
All new installs must have 45 second safety and there's no reason that could not be a state-of-the-art 'stack-switch', it was actually on the BlueRay 20 years ago.
You may replace a stack-switch during service, but not as part of a new install of any kind, water heater, boiler, furnace. If the burner gets replaced the control gets changed.0 -
