no heat in steam radiators.

the radiators in my apt dont heat up. i have tried the taking the air vent off to get heat, but only one room heats up. i have been reading that the radiators should be propped up. should i do that, and at what height?
i hear the people down below my apt taking their air vents off. would that have anything to do with me not getting any heat?
yesterday i tried leaving on the air vents to see if they would heat up. after about 5 hours they didnt so i just ended up taking one of the vents off to get some heat. cant be freezing now can i? what would you suggest? anyone? anyone?

    talk to the super

    if others in the building are not getting heat then it could be a bigger problem then just ineffective vents.

    well last year the same thing happened. but the l.l. said that the whole heating system was checked out by a pro and it was deemed "normal".
    when i told the l.l. about it last year, he came over and had a thermostat with him and well you have to walk up some 5 flights of stairs and had a big overcoat on, so when he came into the apt. he was already "warm" and said that it was normal. what do you think?

    well the thermostat is set just below 70, but if i dont take the airvent off then the room temp would be freezing. and i dont know if the rest of the building is not getting because when i dont take the airvent off, then the rest of the building gets hot. so then the l.l. comes to turn DOWN the thermo.

    sounds like you Need to get the key to the boiler room....

    Away from 1.1 and get it in the hands of someone who can properly evaluate what hes looking at and for...then all things being equal you might have heat by the end of the day, If the guy is wearing his superman shirt for flying up and down the stairs a few times that day *~/:)

    one question...

    is there some sort of "booklet of guidelines" that i can look at describing what it is that the l.l. HAS to do in order to keep an apt building heated?
    and is there some number that i can call to get some sort of housing inspector to come and check out the system?
