When measuring steam mains for the purpose of determining proper main vent sizing do you count the volume in the dry returns as well?

Just

the air in the mains, unless the vents are on the dry returns.

If this is a Vapor system rather than a 1-pipe system, the steam mains and dry returns are vented as separate units.
