Determing when steam valves are shot

How do you tell if a steam vent is clogged? Can you actually blow through it with your mouth? I have a Hoffman 4A main vent and I can actually blow through it from either end. Is this the real test, and does it work with either main vents or radiator vents (I have a mixture of Hoffmans, Gortons, and Durst).
