Cold Skimming

I have an old Weil-McClein Steam Boiler (from 1940) that has two small valves above the water line. They have unusually shaped outlets about about 1/2 inch in length with a flared end. My question is ....Does anyone know what these could be? Could they be used for cold skimming? I have oil in my boiler water and I wonder if I could use one of these spigots to skim the oil off the water?

Is the valve outlet on the flared end about 1/8" dia?
They sound like gauge cocks, used to determine the water level in a boiler when the gauge glass is out of service.0 -

Yes, the ends are about an 1/8 at the opening. How
do they work? Sounds like they wouldn't work to
skim the oil off the top.

If they are the same age as the boiler they probably won't work!
They work best when under slight boiler pressure so be carefull:
Open the top one---Steam or water comming out? Steam? O.K.
Water? water level probably too high. Close valve.
Now carefully open the lower one---Steam or water comming out? Steam? water level possibly too low. Water? water level O.K. Close valve.0
