Low water cut off?

I have attached a picture of part of my steam boiler furnace. Is the turquoise thing with the red light on top a probe-type low water cut off? Also, while the boiler is firing, the red light blinks. What does this mean?

That is a probe style LWCO
The blinking tells me that your boiler is dirty.
The rust marks on the side tells me your boiler isn't firing/drafting correctly.
Added together, the sum tells me that boiler hasn't been properly serviced in years.
Notice I used the word "properly".
