Steam heating in 8-plex

I received the following e-mail today from a consumer in Toronto. She is seeking advise regarding her steam heating system in an 8-plex she manages.

"It has been an extremely noisy system and it seems to get worse each year. I have been the owner for five years and the furnace is 15 years old and cleaned and serviced yearly. But the noise, when the heating starts-up is
so loud, that it wakes us up.

It also makes the lower areas in the building shake as if the steam cannot get through the pipes. Could you recommend some agencies or experts, who could give me advice,
since our service company, who installed the furnace 15 years ago do (sic) not have a solution and I will end-up loosing tenants, if this case is not solved."

Any suggestions from The Wall?
