Heating & Vents

Hello,
I have a questions regarding a current problem a customer of mine has with a smell that comes into the hallway when the hallway heater is turned on. We are in Colorado, commercial office bldg. The vents on the roof are about 5' high. Heating unit is on the roof. When the heater is turned on in the hallway a horrible smell is noticed throughout the hallway, when it is turned off it slowly fades. It has been going on for 5 years and now they are trying to repair the problem. The vents on the roof were only about 2'high and I raised them to 5' feet high, it didnt help. The vents are a maximum of 15' away from the heating unit on the roof and a minimum of 5' away. I was thinking about placing some peppermint water down the vents to see if the smell would arise in the hallway to see if there are any cracks. What do you think?
