Steam Traps and Water Hammer in Two Pipe System

In our two pipe system there is sever water hammer in several apartments (104 units in total of 14 floors).

I have recently found out that there has been virtually no maintenance of the Main F&T traps as well as the Thermostatic traps in the individual apartments (Thanks Dan for the well written books)in over twenty years.

My question is this:

In the case above, should the first action be to have the F&T traps repaired. If so, must ALL the Thermostatic Traps in the units be replaced as well (I am afraid some can not be accessed).

Please help!

    Woody is correct

    Do them all at once, or buy a box of replacements because you will be "sacrificing" the new ones which will only be destroyed as soon as they go in. Look, heating season is in full swing and you ain't gonna [sic] get away with shutting down the whole system top do the necesaary work. Wait till late spring unless you can truly isolate sectoins of the systems -w hich is rare. Mad dog
