New AST tank pressure test

Folks, I'm a small contractor with commercial experiance ( 3 yrs in oil refinery ).
I have just installed a 275gal AST oil tank. The inspection
requires a pressure test. I have a 2" fitting and gauge setup
designed for testing. The tank is setup with a top feed and
alarm/vent and OEM sight gauge, and fill fitting. The standard.
I know I need to add 3 psi of air but I'm not sure about how
the vent is closed off or the fill is dealt with.
The fill cap doesn't appear to be able to hold pressure so I'm
planning on removing it and putting the test fitting on and then capping the vent. I realize the seriousness of too much pressure so I plan to used a bicycle pump.
Any advice?

tank testing
remove all the fittings and plug them add a test fitting to tank and pressurize to 5 psi using an air compressor
