NPT on Steam pipe

I'm renovating the kitchen and had to remove the steam radiators temporarily.
I went to cap the valves so I could keep the system running. One valve was fine, the other won't take the cap! I'm using 1 1/4" NPT caps.
Is there another thread gauge that I don't know about in steam heating or what?
The threads are in good shape and not burred, and I know it's inch and a quarter.
Thought I'd ask before I got tough on it.

    Are you screwing the cap on the valve threads where the spud union ring was removed?

    valve threads

    I am not a pro but I have removed many radiators myself for various renovation projects. I have some very old valves where the threads on the valve union seem to be different that those on the supply pipe leading into the valve. What I do (depending on whether or not I am laying a new floor or whatever) is to either remove the entire valve and cap the riser directly or, if the valve can remain in place, I simply close the valve and then cover the openning with duct tape to prevent construction debris from getting inside the valve. I duct tape the knob/handle too so folks are aware that it is not to be messed with.
