Outdoor reset for steam

Is it possible, or theoretically impossible, to setup an outdoor reset system on a steam heat system?

    Instead of...

    ...reducing the steam temperature, the amount of time steam is established in a system is varied based on outdoor temp.

    A fool's theory... (not serious)

    If you could attach enough blower doors, you could lower the atmospheric pressure which in turn would lower the boiling point as a method of setback for less than design days. The house would be extremely noisy, the electrical bills would jump and you would be sucking everything down your flu. On the plus side, your hemocrit levels should rise which would help you in any endurance sports... if the CO doesn't kill you first.
