Limit Tstat needed

I need a Tstat that I can lock at a max temp due to some not to responsible people living in my house. It seems that when she goes into a room she is always cold and maxes out the thermostat. Please note that they never get turned down when she leaves the room. As stupid as this is I cant be the first to hit on this problem.
What I am after is a low voltage preferably digital thermostat that I can lock at 70 (max) internally. The lock box cover is not an option due to cosmetic reasons.
Keep in mind this is for a hydronic radiant floor system with 10 zones so need 10 of them and cost does become an issue. www.tekmarcontrols.com

can you
use dummy stats? if its radiant and you are using slab sensor for temp control, hide it somewher inthe zone, but out of site. I have used this in office buildings.0 -

Is a device we have used before. It is a fixed setpoint stat. Tenents can always figure a way to get more heat.0 -

I like the Accustats too.
We had just the opposite problem and these were the answer. Seemed the church organ would go out of tune if the temp. dropped BELOW 65°, and the folks leaving after choir practice would bottom out the thermostat. I installed a dual bulb Accustat with the low bulb at 65° and the high bulb at 70°. The switch on the bottom is 3 position On-Off-High. Not too horrible to look at and pretty darn accurate. good luck. Chris0 -

Honeywell T87F2816 Round t-stat that has setting range of 38°F to 72°F.

we used to have a contract with a housing project --installed room sensors etc.. we were suppossed to be trimming their fuel usage ..after a few months and the numbers guys started checking fuel usage compared to earlier years we were using more fuel --decided to go through some key apartments and found things like bags of ice hung from the sensors,in 1 place they had a fan w/an ice bucket behind it --all fooling the sensors as well as maintenance guys tampering with the controls -you can get the military d.o.d. spec thermostat or the limit stat that goes to 72--but these are all easily manipulated -especially without the locking cover ---------good luck --it might be time to have a talk with the tenant -0
