Pressure differential

I have a customer who is continuously frying his radiator valve actuators. My assessment is that his pressure differential, at 10 psig, is too high for the actuators, which are rated at 8.7 psig. These are normally open actuators and valves. I have recommended a pressure differential regulator. He claims that they are thinking of changing his current pumps to variable speed pumps. Will this alteration solve our problem on its own, without adding the regulator?
