Insulating steam main

I have a one pipe steam system with radiators in a 2 story church building. The steam main runs above a dropped ceiling in the fellowship area (basement). This area severly overheats. Can the steam main be insulated above the ceiling to correct this problem? Is there a good solution other than insulation?

It should be...
The main should be insulated. If it is not, the steam condenses in the main, there by giving off heat in that area. When this happens, the boiler runs longer because it has to wait for the main to heat up before it can beliver the steam to where it is supposed to go, the radiators. Make sure you use insulation that is rated for that temp, like fiberglass.0
