Where are reading this at? Also what about stack temperature, draft and 02 readings? You may have an air curtain effect going on.

In Mass it's code to vent your water heater before your boiler.. almost sounds like maybe the chimney liner is shot, or oversized, and when only the water heater is firing the stack can't get up to temp and causes down drafts... does the chimney ever condense?0 -
hi co
will be going back tomorrow to inspect the chmney during the day was hard to see if it was lined old waterheater had worked for 10 yrs no problem

Agree with Brian
What were your other readings AND what was the draft AFTER you cleared the blockage?
Where in the flue were you testing?
When you go back, check those things and let us know. We can fix this together!
AND MOST IMPORTANT.................THANKS FOR TESTING!!!!!!!!!
All the best my friend!

Check the input rate too
it may be a bit high and only producing CO under certain draft conditions.
