nothing to do with heating

I went to one of my customers to do a service call and while I was there he asked me to look at something. There was a pipe coming from outside uderground through the foundation and there was a peice of wood jammed into it. The pipe is smaller than 1/2" and bigger than 3/8 because i tried to plug it. When he pulls out the piece of wood water starts pouring out of it. There is no pressure but if you let it keep draining it would definatly flood the basement. Does anyone know what the pipe is and why there would be water coming out of it? Just Curious.
