White Rogers gas valve problem

I've run into 2 of these in the past week. The valve in guestion is the White Rogers Gemini (36G series) gas valve. Both of these are on furnaces converted from natural to propane.
The problem is that the valve will not pass more than 7 w.c" no matter how far you turn in the regulator spring. So far I've received the standard "Gee, no-one else has had any problem at all) answer from the furnace distributor.

There is no problem on wither unit with incoming gas pressure. Both indicate 13" and maintain it when the valve opens.
Have any of you run into this? Any ideas other than the spring isn't stout enough?

    a couple of complaints about those Gemini Valves. Nothing like you are describing however. I have a contact at White Rodgers who has been helpful in the past his name is Dennis Snow, e-mail is dennis.snow@whiterodgers.com

    I am going to do some investigating myself as I have had a couple of guys bring these valves up in class as a problem.

    I would however make sure that when these units were converted they converted the regulator on the valve correctly.

    GEMMINI...

    I was on www.hvac-talk.com a few days to a week ago and they were complaining about some serious problems with these valves. They were servicepersons from the southwest,though.
    There was mention of numerous failures in the first few months of operations. Just thought I'd pass this on.
