water in radiator

I have a steam radiator on the third floor.
It makes an increadible banging noise during the heating cycle. I removed it from the service valve and found some water in it. not much but enough to make a small puddle on the floor. I reinstalled it and tilted the back legs with some 1/2'' plywood, It still bangs really loud, and i still find water in it when i take it appart. How is this happening?

Couple simple things to look for
Make certain that the hand valve is fully open.
Check to see if the radiator pitches slightly towards the steam connection. If dead level, should be OK, but if pitching the other way, build up the legs on the non-valve side slightly.0
