convert chimney vent to wall vent

My 95 year old aunt has about $15k est to replace colapsed chimney liner and the chimney. The heating syst is gas fired steam heat - one pipe system?. I've seen 'self venting'
heating systems in new homes. Can't the venting be converted to a system like this? Her plumber installed heater about 6 years ago and recommends replacing steam with hot water and a new boiler that can be directly vented outside. As you can tell, this is a bit beyond me, but isnt there a less expensive solution? the existing heater works fine.

    If you are considering replacing the boiler. Burnham makes a steam boiler that vents through a sidewall via a 3 inch diameter stainless steel pipe. I had it installed in my home because of the same situation with a crumbling chimney.

    But if boiler replacement isn't an option, can something be done to save some $$ on a chimney relining by venting to the outside world not using the chimney?
