Baseboard heat

I have a room a customer would like to heat. My problem is a big heat loss and little wall space. I have found some high output baseboard rated for 800 btu's per foot. My question is if I stacked the elements on top of each other (18 ft element in a 9 ft enclosure) what would my ratings be?

The housing is designed to have the fins at a set height for convection. Fill it up and there is no room for the air to move. Can you sell them on a panel rad?0 -
I think i am going with wall mount, recessed kickspace heaters.0
