1 quick question-water gauge valves releasing steam

Hello,
I know that this probably isn't a tough question for you all but given that I haven't received my copy of Dan's book yet...Just noticed that steam was coming out of the valve at the top of the water gauge (1 pipe, gas powered steam heat for reference). Is that normal?
I checked and the bottom valve is closed while the top one is completely unscrewed - Is that how they should be set?
