Copper to steel
with a copper to male or female sweat adapter is done all the time on hydronic and fire sprinlker systems. It's an accepted practice according to the CDA.
Some use a brass nipple for additional piece of mind. Use to to be able to find brass thread by sweat adapters. Still some small sized ones available from Barnett Brass.
I would highly recommend against dielectric unions, regardless of what an inspector may say. Go back and change them out if they are hard nosed about them. They really can't handle boiler temperatures, tend to accelerate corrosion. And are a big no no (zinc coating)in glycoled systems.

Transition..
If you need to pass inspection (even with a bite in the a@@ inspector concerned with all the dielectric mumbo jumbo) the best way I've found is to install a brass ips ball valve, and screw a c x m adapter in it. Done! Robert O'Connor/NJ0
