Gordon - Multi Gas Burner Problem - not enough heat ?

I have in a commercial building The Gordon Multi Gas Burner. The story goes like this that if the burner is on the flame seems to be too weak to heat the water, create steam and at the same time open the valves sos the steam could float into radiators. The steam/preassure gauge doesn't move a bit, so I think there isn't enough preasuure. I had a couple of "specialists" in here already and every and single one was saying something else.
Can someone help and tell me where to go or who to call to get some information and have the burner fixed?

what size building ,where are you located? --i work on a lot of commercial boilers --i've been out to the factory in Kansas and 2 of the mechanics that work with me used to work for the Gordon rep. if its a burner problem --this can be quickly diagnosed --if it's a system problem that takes a while to straighten out --are you oil or gas ? do you have any buried steam lines --0
