On demand boiler control?

Boiler control on demand by the zone thermostats/valves. I have always considered this a control scheme for small residential hot water (baseboard) heating systems. I have never seen it on commercial work (except for a small nursing home I am now working on). Is there a rule of thumb size limit for this type of control?
