    draft regulator?

What you're calling a damper is more correctly referred to as a draft regulator (I think). It sounds as though it is working correctly if that's what it is. The momentary closing on start up is caused by the sudden positive pressure in the flue at the moment of ignition. As long as it isn't thumping more than what you're used to (like it would if there was delayed ignition) it's probably alright. The draft regulator is being pulled open by the pwrventer to prevent the high stack loss that would otherwise occur. It pulls air from the room instead of heat from the flame if you know what I mean.

Please dont take offense but I think you have too much time on your hands. The baremetric damper will do that.
