I have just read Dan's article regarding central heat systems "Round the World" that discusses the heating systems in Russia. I have recently spent time in China learning about their heating systems. Over 80% of the buildings in China use central hot water heating systems similar to that discussed in Russia.
I am seeking to identify an expert in controlling such systems. In China, these systems have the water temperature reset at the heat-exchanger stations that may serve 20-30 buildings. The only control at the building is a manual balance valve to balance the flow. I would like to further investigate the opportunity to better control at each individual building and determine the benefits that may be expected.
Please let me know if someone can provide further information or analysis regarding adding further controls at the individual buildings in such central hot water heating systems.

TA ( Tour & Andersson) from sweden makes controlers just for this application.
Paxton is a rep for them.

PM Engineer, Nov. 2004 issue. Dan gave me a nice mention in it, although I'm more of an expert in birdfeeders than District Heating!0 -
District heating
I would check with Oregon Institure of Tech at the Geo-heat center. They use the geothermal resource to do the downtown for snowmelt and heat.
Also, Cornell Univ has done a lot with the central steam plant and they recently fired up a chilled water system using the water temp of Cayuga Lake.
I do not know how these systems are controlled but it may provide another resource for you.0 -
