Thermostats with steam radiators

Has anyone worked with setting up a small office building (2 story, 60 separate offices) with thermostats and controls valves for the steam radiators? The system is a 2-pipe system with fin-tube radiators in each office. The building manager wants to replace the thermostatic valves on each radiator with proportional valves (new from Siemens, designed for LP steam) and a programmable thermostat for night/weekend setback. I am concerned with problems the proportional valves might introduce into the overall system. The steam system also supplies air handlers in a remodeled section of the building.
