Water logged air vents

I have a single pipe steam system. Most of the radiators work great. A couple of the radiators have trouble with the air vents getting water logged and not draining, causing the radiators to remain cold. I have replaced the vents and adjusted the pitch of the radiators but the problem continues to happen.

Any ideas?
