Hot water rad in steam system

I have mentioned this here before....BUT:

I have a one-pipe steam system...One room has a hot water style, tube-radiator that REFUSES to cooperate...She gets hot on the valve side, across the top, and then down the LAST section ONLY....the inner and lower parts remain ICE cold. The air vent is 2/3 of the way down, and I have tried VARIOUS size venting...slow...fast....super fast...to no avail. The rest of the 12 rads heat with no problem (they are the original steam..column style) My pressure is set low...and the main vents are correctly sized (thanks to Steamhead) What else can I do besides go to the salvage yard and find an old-style....or worse yet, head up to A-1 plumbing in MA....that is a haul from north Jersey!?

    Have you tried removing and flushing the rad?

    no....

    I have not....could that help at all? It is on the 2nd floor and not the easiest thing in the world to move!!!

    Could there be some sludge at the bottom.....
