Old Kewanee tubes

I have a 40-50 yr old Kewanee steam boiler for a 16 flat. The tubes are at least 25-30++? yrs old and a few are leaking. My boiler man says replace them all. Can Liners be put in the bad tubes , leaving those tubes in or should all the tubes just be cut out and replaced.
What is a fair price per tube in Chicago. The boiler man will have a 2 hr round trip drive.
It would be better if I could save money, but I am relying on the Pros here. Thanks.

you can just replace the leakers .... of course, he'll be back in 6 months to fix some more ... pay $$ now ... pay $$$$$$ later0 -

typically we plug the leakers until we are down 5% capacity example 100 tubes total we will plug up to 5 then they need to be replaced------look at the others,water quality,and treatment rectify the problem --if this is a water system boiler we also -check the blend pumps --you need an "R" stamp welder for any welding repairs on pressure vessels --0
